Therefore,international community should gradually adjust the structural relationship between sovereign rights in the exploitation of nuclear energy andgovernance responsibilities,establish and thoroughly implement binding international norms on nuclear safety,establish coercive international inspection mechanism based on IAEA and so on,push more effective cooperation and higher level cooperation mechanism,and enforce the participation and the role of multilayer subjects in the global governance on nuclear accident risk.

为此,国际社会应当逐步调整在核能开发利用上的主权权利与治理责任之间的结构关系,确立并普遍实施统一的且有约束力的核能安全国际规范,依托国际原子能机构等相关组织确立强制检查监督的国际机制,在区域和全球层面推进更具效率的合作和更高级别的合作机制建设,强化多元主体在核事故风险全球治理中的参与和作用,从而确立和推进一个更为有效和安全的全球核事故风险治理机制。
